Recently the Department related Parliamentary Standing Committee on Transport Tourism and Culture presented its 380th Report on <strong><em>&#8216;Overall Review of Safety in the Civil Aviation Sector&#8217;<\/em><\/strong>. This report has raised concerns about safety errors and organisational weakness of DGCA ( Directorate General of Civil Aviation).<\/p>\n\n\n\n<p>It has also suggested to match the international benchmark in terms to match safety standards we recommend to grant full autonomy to DGCA.<\/p>\n\n\n\n<p><strong>Key Aspects<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Due to almost 50% of DGCA positions still unfilled, it reduces its ability to inspect and monitor\u00a0<\/li>\n\n\n\n<li>Significant manpower shortages also exist in <strong>BCAS<\/strong> and the <strong>Airports Authority of India (AAI)<\/strong>.<\/li>\n\n\n\n<li><strong>Slow recruitment through UPSC<\/strong> delays the filling of critical technical roles.<\/li>\n\n\n\n<li>The panel recommended <strong>direct recruitment from premier institutes<\/strong> and more flexible hiring policies.<\/li>\n\n\n\n<li>Aviation safety oversight is at risk due to <strong>rising passenger traffic, fleet expansion, and airport projects<\/strong>outpacing regulatory capacity.<\/li>\n<\/ul>\n\n\n\n<p><strong>Legal Framework<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under the <strong>Aircraft Act, 1934 <\/strong>and the <strong>Aircraft (Amendment) Act, 2020,<\/strong> <strong>DGCA<\/strong> has been granted <strong>statutory recognition<\/strong>.<\/li>\n\n\n\n<li>It operates as an <strong>attached office of the Ministry of Civil Aviation<\/strong>, with limited autonomy.<\/li>\n\n\n\n<li>Unlike <strong>FAA (US)<\/strong> or <strong>EASA (EU)<\/strong>, DGCA lacks full <strong>financial and administrative independence<\/strong>.<\/li>\n\n\n\n<li>The committee suggested creating a <strong>Civil Aviation Authority (CAA)<\/strong> with powers to:\n<ul class=\"wp-block-list\">\n<li>Recruit staff independently<\/li>\n\n\n\n<li>License airlines and pilots<\/li>\n\n\n\n<li>Conduct audits and investigations<\/li>\n\n\n\n<li>Exercise financial control like SEBI or TRAI in India<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>India\u2019s Aviation sector not only demands independent strong regulatory authority but also need a regulator who keeps a check on industry growth, so granting DGCA can fulfill these requirements.<\/p>\n\n\n\n<p>The Committee suggested granting DGCA complete autonomy backed with staffing policies along with financial independence is not just a reform but a necessity.
